As anticipated, Zohran Mamdani effortlessly secured the position of New York City’s next mayor in the election held on November 4.
Originally from Uganda, Mamdani identifies as a Democratic socialist and has promised constituents affordable groceries and complimentary bus services. Additionally, he intends to impose higher taxes on the wealthiest New Yorkers, although this requires approval from the State Legislature.
Mamdani will take charge of managing the city’s $2.6 trillion economy. While some opponents express concern that his socialist policies may drive the affluent out, the mayor-elect emphasizes his ambition to enhance affordable housing, impose rent freezes, provide free childcare, and increase the minimum wage to $30 by 2030.
During his four-year administration, it is highly likely that the first downstate casinos in New York will open.
Impact of Mamdani on Casino Expansion
Next month, the New York Gaming Facility Location Board is poised to announce which of the remaining three bids will be granted licenses to operate casinos featuring Las Vegas-style slots, live dealer tables, and sports betting. According to state law, up to three full-scale casinos may operate in New York City, Long Island, or Westchester County.
The Gaming Facility Location Board has reviewed three qualified proposals endorsed by Community Advisory Committees. These include Bally’s Bronx, a $4 billion project at Bally’s Golf Links in Ferry Point, Hard Rock and Steve Cohen’s $8 billion proposal at Citi Field, and Resorts World’s $5.5 billion renovation of their lottery racino, RW New York City, located in Queens.
Former Mayor Eric Adams participated in the casino licensing process, holding a designated seat on the Community Advisory Committees for bids within the five boroughs. His representatives endorsed all the proposals presented.
Since Mamdani will not assume office until January 1, he lacks authority over the ongoing casino licensing process. However, he may influence the situation if the Gaming Facility Location Board decides to award one or two licenses this year.
Should another bidding round be initiated in the future, provided a license remains unallocated, Mamdani could use his influence to limit further casino development. He has openly expressed his disapproval of casinos.
Mamdani’s Stance Against Casinos
As a Muslim, Mamdani does not view casinos or gambling favorably as public policy. Nonetheless, he has made it clear that he intends to abide by the law.
“I have openly expressed my skepticism, but I also understand that this is the law,” Mamdani stated in August.
During last month’s mayoral debate, Mamdani reiterated his position.
“I have personal reservations about casinos, but the voters have opted for their introduction in New York City, and unlike Donald Trump, I don’t consider the law as merely a suggestion,” Mamdani remarked. When asked if he favored one proposal over another, he answered, “No, I don’t have a preferred casino.”
Mamdani’s Islamic beliefs prohibit gambling and characterize it as a “grave sin” and a “disgraceful act of evil.”
