On Wednesday, the FBI executed a search warrant at the office of Virginia Sen. L. Louise Lucas (D-Portsmouth) and at a nearby marijuana storefront she co-owns.

Lucas is recognized as one of the most influential lawmakers in Richmond, serving as the president pro tempore of the Virginia Senate. The 82-year-old has been a member of the chamber since the early 1990s.
Lucas argues that the FBI’s actions represent federal retribution by the Trump administration for her role in Virginia’s redistricting efforts, recently approved by voters, which is currently pending a court decision. The redistricting process aims to adjust Virginia’s congressional districts to provide Democrats with a 10-1 advantage in the US House, compared to the existing 6-5 Democratic split.
“This incident reflects a consistent pattern from this administration: when confronted, they attempt to intimidate and stifle the voices who confront them. Just two weeks ago, Virginians delivered a strong message by voting against Trump’s scheme to manipulate the 2026 midterm elections,” Lucas stated.
“I am immensely thankful for the support from my family, friends, and the numerous colleagues and constituents who have reached out in recent hours. I will share more in the coming days, but let me assure you: I will not back down, and I will continue to advocate for the people of Portsmouth and the Commonwealth of Virginia,” Lucas added.
Investigation Origins: Reports Indicate Biden Administration’s Initiation
Nevertheless, various news organizations, including The New York Times, indicate that the FBI’s scrutiny of Lucas began during the Biden administration, challenging her claims of political retaliation.
Sources close to the federal inquiry suggest it pertains to potential corruption and bribery within the senator’s office, allegedly linked to her marijuana enterprise, The Cannabis Outlet.
FBI representatives noted that the raid was part of a “court-authorized law enforcement operation.”
“The FBI is executing a court-authorized federal search warrant in Portsmouth, VA. There is no risk to public safety. This is an ongoing inquiry, and additional information is not available at this moment,” a statement clarified.
‘Casino Queen’ Legacy
Among her notable legislative achievements, Lucas was pivotal in the 2020 legalization of commercial casino gambling. She spearheaded efforts to designate specific cities, including her hometown of Portsmouth, for casino development.
Lucas dedicated nearly two decades to advocating for casinos, believing they could ignite economic growth in struggling communities. Her relentless pursuit of casino legislation earned her the monikers “Casino Queen” and “Casino Lady,” titles she proudly embraced while discussing gaming-related issues.
The Rivers Casino Portsmouth became Virginia’s first casino, opening its doors in January 2023, and the road leading to the venue was renamed L. Louise Lucas Drive in her honor.
