Roanoke’s attempt to secure a casino concession fell short in 2026. City officials are optimistic about a different outcome in the coming year.

During the recent legislative session in Virginia, it was reported that the Roanoke City Council was in discussions with a casino developer interested in establishing a resort in the Star City.
Despite the lack of support from a state lawmaker for this legislative initiative in Richmond, the council remains committed to pursuing this vision.
Council members emphasize that the Berglund Center urgently requires over $30 million in repairs and enhancements, funds which are not currently accessible. Some believe that a casino could facilitate the upgrades and modernization of the venue, as it is reportedly being overlooked by major events due to its current state.
Casino Proposition
The specifics of a casino at the Berglund Center have not been widely shared by the Roanoke City Council. Moreover, the identity of the casino developer involved remains undisclosed due to a signed non-disclosure agreement.
“We have an outstanding arena and a remarkable performing arts center, but let’s be honest, they are aging. Although we still attract great acts and our staff is excellent, a modern facility would enable us to host even more exceptional entertainment,” stated Roanoke Economic Development Director Marc Nelson in an interview with WDBJ.
City officials have indicated that any casino developer would need to pledge at least $300 million to gain the council’s approval. Furthermore, the casino proposal must include contributions for the Berglund Center’s funding.
Councilor Phazhon Nash remarked that while a casino would yield maximum economic advantages for Roanoke, alternatives for non-gaming investments at the arena would also be considered favorably.
“It’s not a strict requirement for it to be a casino. However, so far, the only party willing to engage with us has been a casino operator,” Nash noted.
In February, the Roanoke City Council acknowledged receipt of $75,000 from the casino developer, which can be utilized at the city’s discretion, according to Mayor Joe Cobb.
These funds are anticipated to cover a market feasibility study for a casino and a marketing initiative aimed at generating public backing.
Legislation for 2027
The authority to sanction a casino does not rest solely with the Roanoke City Council; state legislation must first designate Roanoke for a casino license.
Subsequently, a local ballot referendum is necessary, requiring a majority of voters to support slot machines, table games, and sports betting. Following that, the Virginia Lottery Board would be empowered to issue a gaming license for the city.
Currently, the General Assembly is in a special session concerning the state budget, and a casino proposal for Roanoke is unlikely to be presented until January, when the 2027 legislative session reconvenes.
