Authorities: Pittsburgh Social Club Suspected of Operating Illegal Gambling Activities

According to Pennsylvania law enforcement, a recent operation at a social club in Pittsburgh revealed illegal gambling activities along with the discovery of $91,000 in unauthorized profits.

On May 12, personnel from the Pennsylvania State Police Troop B alongside the Bureau of Liquor Control Enforcement executed a judicial search warrant at the Independent Political Club. The small members-only venue, situated at 300 E. Prospect Avenue in Washington, PA, was reportedly flagged for hosting unlicensed gambling events.

Washington is approximately 20 miles southwest of Pittsburgh, conveniently located near the Meadowlands, home to Hollywood Casino at The Meadows, featuring 2,500 slot machines, 65 table games, and a sportsbook.

Facebook Cleanup

Officials from the Pennsylvania State Police indicated that the Independent Political Club raid resulted in the seizure of $91,000 in cash.

The sting operation recovered a Queen of Hearts game, a chance-based activity in which players try to reveal one of 52 concealed cards; if they unveil the queen of hearts, they receive the prize pool.

The Independent Political Club was not discreet about its Queen of Hearts game; it frequently posted updates and images of the setup on its public Facebook page. Following the raid, however, all related pictures have been removed.

Additionally, the club organized bingo nights and offered unregulated skill-based slot games, as per their social media updates.

As a registered nonprofit operating under 501(c)(7), the organization failed to obtain a legitimate small games of chance license. Even if it had, the Queen of Hearts game would not qualify under that category.

In Pennsylvania, small games of chance licenses are granted by counties, exclusively to charities, nonprofits, and fraternal groups.

Casino.org has confirmed that members of the Independent Political Club pay an annual fee of $40.

Law enforcement officials have indicated that criminal charges against the club’s owners are forthcoming. In Pennsylvania, engaging in illegal gambling is generally categorized as a first-degree misdemeanor, which can result in a maximum penalty of five years imprisonment and fines up to $10,000. In cases involving large-scale organized crime—though this may not apply here—charges may be elevated to felonies.

Estimates indicate that Pennsylvania’s unregulated gambling market produces between $1.5 billion to $3 billion annually, with the majority of these funds originating from skill-based games, which state courts have ruled do not necessarily fall under the category of gambling due to their non-chance based payout rates.

Pennsylvania’s Social Clubs

Social clubs in Pennsylvania, including the Independent Political Club, provide affordable food and beverages to dues-paying members and their guests.

They also host events and activities; for instance, the Independent Political Club recently promoted a bus trip to see the Pittsburgh Pirates play on June 15, offering round-trip transportation and a ticket to the game against the Miami Marlins for just $50.
