Nestled among Macau’s grand casino resorts lies the city’s regulated sex industry.

In addition to gambling, prostitution thrives in this Chinese Special Administrative Region (SAR), drawing mainland visitors seeking indulgence.

Unlike in mainland China, where prostitution is banned, Macau legalizes the practice. As one of two SARs under the People’s Republic, Macau enjoys a degree of administrative independence, maintaining the “One Country, Two Systems” principle.

The legality of casino gaming and the consensual exchange of sex are notable legal distinctions between Macau and mainland China. The city has embraced the sex trade for decades, a legacy from its Portuguese colonial era.

Nevertheless, there are regulations governing how sex workers can solicit customers.

Police Crack Down on Prostitution Networks

Recently, the Judiciary Police in Macau reported the arrest of 26 individuals involved in prostitution activities. While selling sex is permissible, organizing prostitution is against the law.

In straightforward terms, Macau permits individuals to offer sexual services, provided that these arrangements take place privately and consensually between sex workers and clients. However, organized prostitution managed by pimps or syndicates remains illegal.

Prostitutes are prevalent around Macau’s casinos, as well as in karaoke bars, nightclubs, massage parlors, and hotels.

Authorities allege that the 26 detained individuals had established a prostitution operation disguised as saunas. Investigators found that three businesses marketed as saunas were actually fronts for illegal sex services.

The investigation revealed that these saunas provided “treatments” and “services” with prices ranging from MOP$2,000 to MOP$8,000 (approximately US$248-$992). Records indicated that the sex workers received between $120 to $250 per service rendered.

Authorities reported that almost 400 sex workers were operating within these saunas, generating illicit earnings estimated at $40 million last year. One of these operations was reportedly housed in the New Orient Landmark Hotel, a centrally located venue near Wynn Macau and Casino Lisboa. 

Gambling Highs, Affordable Sex

In Macau, minimum bets for baccarat, a favored game, usually start at MOP3000 (around US$383) at premium venues. For VIP tables, these minimums can be significantly higher, with establishments like MGM Cotai and City of Dreams requiring bets exceeding $1,300. During peak periods, private high roller rooms may necessitate minimum bets as steep as $13,000.

VIP gamblers are often undeterred by these amounts; indeed, a high roller in this luxurious gaming haven is typically considered someone with a bankroll exceeding $1 million.

In contrast, for visitors seeking sexual encounters in Macau, the entry fees diverge significantly from casino costs.

Online community discussions reveal that fees for a street-level sex worker can start as low as $40 to $100 per session. In more upscale areas, such as Cotai, prices for services generally range from $200 to $400.
