Virginia Casino Revenue Expected to Increase Thanks to Norfolk Resort.


Virginia casino revenue is experiencing continued growth with the construction of two new casino resorts that will further expand the state’s gaming market.

The Virginia Lottery, responsible for regulating casinos and online sports betting in the state, reported that the five existing brick-and-mortar casinos generated nearly $102.5 million in gross gaming revenue (GGR) in July 2026. This marked an 11% increase from June and a 21% year-over-year growth.

July 2026 saw the addition of two new casinos compared to July 2025. The Interim Gaming Hall in Norfolk and Live! Virginia’s temporary casino contributed to this growth.

Virginia saw a rise in tax benefits from casino gambling, with the state’s tax revenue increasing from $11.1 million in July 2025 to over $13.5 million in July 2026. Host cities also benefit from a portion of the casino’s monthly GGR through local gaming taxes.

Norfolk Casino Construction

Boyd Gaming, partnering with the Pamunkey Indian Tribe, is making progress on the construction of a $750 million casino resort in Norfolk. The development includes a hotel, restaurants, meeting spaces, and a gaming floor with slot machines, table games, and a sportsbook.

We are on schedule, we are on budget,” said Ron Bailey, the property’s general manager. “This is a large venture that will drive economic development in the area and community.”

The permanent Norfolk casino is expected to open in late 2027, significantly expanding gaming options in the city.

Petersburg Progress

The Cordish Companies are moving forward with the construction of Live! Casino & Hotel Virginia in Petersburg. The permanent casino resort will feature slots, table games, and a sportsbook, with plans for mixed-use development if successful.

Live! Casino & Hotel Virginia is set to open in late 2027, offering a new gaming destination for visitors.
