A new mid-sized casino hotel project is seeking approval to be built five miles south of the Las Vegas Strip. However, the project currently lacks public identification of its financing package, a gaming operator, or any prior casino development track record from its backers.

Plans submitted to Clark County propose a 450-room resort, a casino, entertainment venues, conference facilities, and a parking structure on a vacant 13.5-acre parcel. The project would total about 404,000 square feet upon completion.
The project is referred to as “Silverado” on architectural drawings and filings, possibly due to its proximity to the Silverado Ranch community. However, this name is subject to change.
The Clark County Zoning Commission is set to review the proposal on Sept. 2, 2026.
Casino Novice
The project is being developed by Ochoa Development Corporation, led by Nevada contractor Michael William Ochoa. While Ochoa has experience in apartment, industrial, and timeshare projects, there is no history of casino development or operation in the public records.
Design work is being carried out by Gensler and Yihong Liu + Associates, with civil engineering by RCI Engineering and project representation by LAS Consulting. The involvement of Gensler, a global architecture firm, adds credibility to the project.

The project’s buildout is planned in two phases. Phase One includes a six-story, 300-room hotel connected to a 57,000-square-foot casino, along with various amenities. Phase Two will add a second hotel tower with 150 rooms and additional facilities.
Developers are seeking permits and waivers for the project, including adjustments to driveway dimensions and parking requirements that exceed county minimums.
South Point of Contention
The new casino hotel would be located across from the former Paradise Spa condo complex and near the South Point casino owned by Michael Gaughan. The presence of South Point could impact the newcomer’s success in the area.
