A senior gambler at a tribal casino in Minnesota is facing criminal charges after placing a $1 tip between a cocktail server’s cleavage.
Jeffrey Donald Baier, 70, of Elmwood, has been criminally charged with sexual conduct and disorderly conduct, both misdemeanors, for the incident. If he is found guilty on both counts, he could face up to a year in jail and fines totaling $4,000.
Documents filed in court, initially reported by The Watch MN, indicate that Baier placed a $1 tip in the server’s cleavage and made an inappropriate remark when she handed him a drink on the evening of Aug. 29, 2026, at the Treasure Island Resort & Casino in Welch, Goodhue County.
Upon receiving his drink, Baier allegedly tucked a $1 bill into the cocktail server’s cleavage and asked, “Do you like that?”
Police from the Prairie Island Police Department arrived at the tribal casino at 7:34 pm after receiving a report of unwanted touching. After reviewing surveillance footage, law enforcement supported the employee’s statement.

The server informed authorities that she noticed Baier ogling her breasts when he placed his order. She stated that she did not give him permission to place the dollar bill on her cleavage and felt him touch her inappropriately.
According to reports, Baier claimed he did not intend any harm and placed the dollar bill between her breasts because her hands were full.
Baier was taken to the Goodhue County Adult Detention Center, where he was later released on personal recognizance. No other court cases in Minnesota involving Baier were found by Casino.org.
