AGCO Penalizes Two iGaming Providers $40,000

The Alcohol and Gaming Commission of Ontario (AGCO) has imposed fines on two igaming content providers after identifying their products available on unregulated gambling sites accessible to Ontario residents.

$40,000 Penalties

Relax Gaming Ltd. and Arrise Solutions Ltd. have each been fined CAD $40,000 as a result of an AGCO investigation.

Both entities are licensed by the AGCO to create and distribute slots and casino-style games to authorized igaming platforms within the province.

Targeting Illegal Platforms

“Ontario’s regulated iGaming market is founded on clear regulations meant to safeguard players and ensure corporate accountability,” stated Dr. Karin Schnarr, AGCO’s Chief Executive Officer and Registrar.

“Unregulated gaming platforms function outside this framework, leaving players with no guarantee of fair play, timely payouts, or effective dispute resolution. The presence of regulated games on these unauthorized sites risks fostering a market that poses real threats to players.”

By supplying content to illicit sites, these companies inadvertently support unlicensed gaming operations, she further noted.

AGCO’s Investigative Actions

Relax Gaming, an igaming aggregator based in Malta and established in 2011, has previously partnered with licensed operators in Ontario.

Recently, Relax Gaming formed a content alliance with PowerPlay, a licensed sportsbook and casino platform. In October 2024, they announced a collaboration with PointsBet Canada to deliver slots content to that operator.

Arrise is known for producing slots and live casino content, operating in 14 locations globally, as noted on their website.

Enforcement Strategies

The AGCO indicated that both companies fully cooperated with the investigation after they were notified and took immediate steps to limit access to their games for Ontario players via unauthorized sites.

Though not as vigorous as other Canadian provinces, the illegal igaming market maintains a presence in Ontario, with the AGCO estimating that approximately 83% of market activity channels through legal sites.

During last year’s Canada Gaming Summit in Toronto, Attorney General Doug Downey and AGCO Chair Dave Forestell emphasized a more proactive approach in regulating the unlicensed sector.

“The market has evolved sufficiently, providing ample opportunity for licensing. If companies choose not to pursue that route, they should cease operating in our market,” Downey remarked at that time.
