Bally’s Corp. is set to launch a mixed-use development adjacent to the Athletics’ Las Vegas ballpark, aiming for completion by late 2030 with an estimated investment of $1.19 billion, as per a recent filing in Clark County.
The submitted application on December 29 outlines a phased approach to design and construction, envisaging a hotel, casino, theater, plus retail and dining spaces, as reported by the Las Vegas-Review Journal. The documentation includes timeline projections for 13 building permits along with estimated costs for each phase. The initiation was marked by the first permit filings last month, as delineated in the application.
Besides the Las Vegas venture, Bally’s is advancing with a $2 billion hotel-casino project in the Chicago region, which is presently under development.
Initial activities on the 35-acre Las Vegas site, positioned at the intersection of Las Vegas Boulevard and Tropicana Avenue, will likely entail a parking garage, a central utility facility, an accessway, a 2,500-seat theater, and a podium located on the northwest segment of the property.
Last year, Bally’s entitlement package suggested that the project would unfold in phases, with the inaugural hotel tower slated for Phase 2. Visual representations shared by the company illustrate a lively mixed-use enclave anchored by the A’s stadium. Bally’s Chair Soo Kim termed the initiative a “once-in-a-generation chance to transform the essence of the Strip.”
The most recent filing indicates that the hotel tower may be one of the concluding components of the project, with its permit not anticipated until May 2028.
Construction of the A’s $2 billion, 33,000-seat stadium is in progress across nine acres, while Bally’s project will utilize the remaining 26 acres. A’s officials have assured that the ballpark is on schedule to be completed by 2028.
Initially filed permits by Bally’s encompassed applications for a central utility facility on December 17 and a southeast parking garage with ramp on December 22. Both facilities are intended to support Bally’s and the Athletics’ developments. The valuation for the utility facility work stands at $175 million, while the southeast parking garage is estimated at $150 million. Bally’s is keen on securing approval for the shared utility facility permit by this coming Friday.
Future permits for the Bally’s initiative, in accordance with the Clark County filing, are scheduled over the upcoming years. In 2026, Bally’s intends to submit permits for a shared accessway estimated at $10 million, theater foundations and podium superstructure priced at $30 million, theater superstructure, utilities, as well as core and shell at $70 million, northwest podium foundations at $25 million, and northwest podium superstructure, core, and shell at $35 million.
For 2027, the plan includes a northwest podium build-out valued at $65 million, southwest podium foundations at $20 million, and hotel tower foundations at $25 million.
In 2028, Bally’s plans to secure permits for the southwest podium superstructure core and shell at $20 million, southwest podium build-out at $10 million, and extensive construction of the hotel tower at an estimated $550 million.
Permit approvals are forecasted to occur periodically from 2026 to 2029, adhering to the outlined work schedule.
