Germany’s gambling oversight authority, the Gemeinsame Glücksspielbehörde der Länder (GGL), has imposed a fine of €250,000 (over USD $293,000) on renowned rapper Capital Bra for endorsing unlicensed gambling operators through his social media channels.

Insight into GGL Investigation
The financial penalty follows an inquiry by the GGL that dates back to 2025. Authorities assert that Capital Bra had not only filmed himself engaging in activities on unlicensed gambling websites but also streamed these sessions live and disseminated the recordings.
The GGL further alleges that the artist was running banner advertisements for these sites. In Germany, promoting illegal gambling is against the law as per Section 5 (7) of the 2021 State Treaty on Gambling.
The regulatory body was first notified about this illicit advertising in October 2025. Despite a warning being issued, there was no response from the rapper, including his absence at a scheduled hearing.
Penalty Issued During Performance
“While these procedures can pose unique challenges, particularly in reaching those involved and ensuring proper notification, the Authority will employ all legally available methods and collaborate with relevant police agencies to uphold the law,” stated the GGL. “Experience indicates that enforcement is effective.”
“Promotion of illegal gambling must neither be endorsed nor trivialized through seemingly entertaining media formats.”
Capital Bra, born Vladislav Balovatsky, received the fine earlier this week from West Hesse police while performing live at the Euro Palace in Wiesbaden.
“We remain undaunted by prominent figures,” stated Ronald Benter, a Board Member of the GGL. “Anyone promoting illegal gambling should be prepared for rigorous official actions.”
Illegal Gambling Advertising Concerns
The GGL serves as Germany’s central regulatory body for online and cross-state gambling, established in 2021 to streamline authority, issue licenses, and ensure compliance.
Capital Bra, who hails from Ukrainian heritage, is a leading figure in Deutschrap (German rap), holding the record for the most No. 1 singles in Germany (27) and enjoys immense streaming popularity, often addressing street-oriented themes in his music.
On his Twitch channel, he promotes the website capibonus.com, which directs users to online casino sites that lack GGL approval.
