The Florida Lottery has caught a dishonest employee who allegedly exploited his position to cheat the state-controlled gaming authority.
On Tuesday, the Florida Lottery’s Division of Security reported the arrest of a convenience store worker in Bay County. In collaboration with local law enforcement, Rohail Akbar Khan was apprehended under allegations that he pilfered a $1,000 scratch-off ticket from the Bay Food Mart in Panama City.
The Florida Lottery indicated that Khan allegedly neglected to adhere to the mandatory compliance protocols while processing a customer’s scratch-off ticket. After scanning the tickets and discovering one had won $1,000, Khan reportedly pocketed the ticket and the instructions for redemption instead of handing them over to the customer.
An inquiry into the compliance of lottery operations at the Bay Food Mart revealed that Khan sold the ticket along with the claim instructions for $800. When Khan attempted to cash in the scratch-off ticket at the Florida Lottery Headquarters in Tallahassee, it was flagged as stolen.
Criminal Background of the Clerk
According to the Florida Lottery, Khan faces charges of Dealing in Stolen Property (a felony) and Unlawfully Selling the Right to Claim a Lottery Prize (a misdemeanor). These charges come with potential penalties of up to six years in prison and fines reaching $6,000.
“Retailers are entrusted with strict compliance measures that safeguard players and ensure fairness in all lottery transactions,” stated Florida Lottery Acting Secretary Reginald Dixon. “When these procedures are ignored for personal gain, it undermines the integrity of our system. Our Division of Security will persist in its compliance efforts and hold violators accountable,” he added.
Court documents reveal that Khan is currently represented by a public defender. He remains incarcerated at the Bay County Jail after failing to secure a $30,000 bond.
Khan has a significant criminal record, with two active cases against him involving charges of sexual battery, aggravated battery against a pregnant woman, strangulation, and cruelty/child abuse with great bodily injury.
The Florida Lottery is a supporter of the Bright Futures Scholarships Program, which has granted over one million scholarships since its launch in 1997.
Schemes to defraud the lottery divert funds from this higher education initiative, as highlighted in the lottery’s statement.
Details on the Assault Charges
Casino.org has obtained documents detailing the allegations of sexual assault and battery against Khan.
According to the police report, in April, Khan allegedly struck his wife, Sapna Khan, and forcefully grabbed her hair, slamming her face into the microwave twice. During this assault, Sapna was holding their 11-month-old child, while their five-year-old child witnessed the violence. Sapna fell to the ground, unintentionally landing on her five-year-old while dropping the infant.
An additional report reveals that Sapna expressed several times that she did not wish to engage in sexual activity. Regardless, Khan allegedly used physical force, pulling her by the hair and forcefully pushing her onto a couch. During this attempted assault, she reported that Khan bit her neck, face, and toes.
“The defendant also placed his hands around the victim’s neck and applied pressure, hindering her ability to breathe, and struck her multiple times,” the affidavits indicate.
