How Will Eric Adams’ Legal Troubles Affect New York’s Casino Evaluation?

New York City Mayor Eric Adams has been indicted by a federal grand jury as debate continues over controversial proposals to open casinos in and around America’s largest city.

Despite not having the final authority on casino licenses, Adams, a Democrat, plays a crucial role in the review process.

As a member of the Community Advisory Committee (CAC) for each casino application, the mayor assesses local support and reports to the state’s Gaming Facility Location Board.

By the end of the following year, the state intends to approve three downstate locations for commercial casinos, with a dozen proposals already in consideration.

Potential locations include Citi Field, Coney Island, Hudson Yards, Times Square, and Fifth Avenue.

The Citi Field proposal is spearheaded by Steve Cohen, owner of the New York Mets and CEO of Point72 Asset Management.

Cohen previously made significant contributions to a pro-Adams super PAC in 2021.

As mayor, Adams backed a proposal to streamline zoning reviews, allowing for gaming properties in various commercial areas with no size restrictions.

Details of Indictment

U.S. Attorney Damian Williams is expected to release details of the federal indictment against Adams, which is unrelated to the casino issue.

Reports suggest the indictment involves improper campaign contributions, including alleged funds from the government of Turkey to Adams’ campaign.

The indictment follows the seizure of Adams’ electronic devices and searches of his aides’ homes and other city officials.

Following news of the indictment, Adams released a video asserting his innocence.

“I always knew that if I stood my ground for New Yorkers that I would be a target — and a target I became. If I am charged, I am innocent and I will fight this with every ounce of my strength and spirit,” Adams declared.

Supporters speculate that Adams is being targeted due to his opposition to certain federal policies.

Succession Plan

If Adams steps down before a special election, Public Advocate Jumaane Williams would assume the role of acting mayor.

Williams, a political progressive, has not disclosed his stance on casinos in New York City.

If Williams cannot assume office, Comptroller Brad Lander would be next in line. Lander has announced his candidacy for mayor in the upcoming election, while Adams plans to run for re-election in 2025.

Past Gambling Controversy

Recent events recall a past controversy involving Adams tipping off his former buildings commissioner, Eric Ulrich, about a gambling probe.

Ulrich resigned after prosecutors began investigating a Queens businessman, Joseph Livreri, for illegal gambling activities.

Livreri allegedly operated illegal gambling operations out of his pizzeria and cafe in Ozone Park.
