Kalshi has appointed a former Obama campaign manager as its latest policy advisor in the prediction market arena.

Cutter is a seasoned Democratic strategist, having collaborated with Presidents Bill Clinton and Barack Obama. She joined Obama’s 2008 campaign as a senior advisor and served as Chief of Staff to First Lady Michelle Obama.
Cutter’s role with Kalshi involves enhancing its presence in Washington, DC, amid the growing scrutiny of prediction markets following their platform’s launch of sports event trading last year.
“My experience has been at the crossroads of media, politics, and business, where cacophony and polarization can obscure the truth. Data is the antidote,” remarked Cutter.
“Kalshi offers millions of Americans a data-centric alternative to speculation. In a time flooded with opinions, prediction markets provide genuine stakes in data, and I am eager to help Kalshi amplify that narrative,” she continued.
Interestingly, Kalshi’s announcement did not mention her previous role in the Kamala Harris 2024 campaign, where she was a pivotal figure in shaping the vice president’s journey to the White House.
Bipartisan Advisory Board
Cutter’s addition to Kalshi comes alongside Donald Trump Jr., who joined the advisory board as a strategic advisor in January 2025.
Concerns linger in Washington that the growth of prediction markets could stall if a Democrat retakes the presidency. Several Democratic legislators have introduced bills aimed at limiting CFTC oversight of sports event contract trading, banning insider trading from DC, and restricting contract trading related to conflicts and terrorism.
Bringing Cutter on board may serve as a tactical measure for Kalshi to safeguard the future of prediction markets.

Cutter serves as a managing partner at Precision Strategies, a strategic communications firm based in DC.
Kalshi and Political Prediction Markets
Kalshi, along with its main rival, Polymarket, provides contracts on a variety of political events and elections. Utilizing the “wisdom of crowds,” these prediction markets assert that their odds offer greater accuracy for forecasting political races compared to traditional polling methods.
