One of the two men implicated in the alleged kidnapping and assault of a woman at an Oklahoma tribal casino is under an immigration hold from the U.S. Department of Homeland Security.

Following reports of a kidnapping on the morning of Sunday, August 17, Arkansas City Police responded to a call regarding a suspicious gray SUV linked to earlier alleged criminal activity at the 7 Clans First Council Casino & Resort, located approximately five miles away in Oklahoma.
The police located the SUV around 1:30 AM local time and found two suspects, Luis Miguel Dominguez, 35, and Jose Fernando-Lux Morales, 24, inside the vehicle. A female victim was discovered as well, who reported being forcibly taken from the casino and sexually assaulted.
The victim was subsequently taken to a local hospital for treatment. Both Morales and Dominguez face several charges, including aggravated kidnapping, with Dominguez also charged with rape and aggravated criminal sodomy.
Charges Against Dominguez
Records from the Cowley County Sheriff Department indicate that Dominguez and Morales remain in custody, with Dominguez facing three felony charges and a bond set at $1 million. Morales is held on a $500K bond.
According to Arkansas City authorities, Dominguez is also subject to an immigration hold from ICE. This hold permits local law enforcement to detain an individual for an extra 48 hours post-release to facilitate potential deportation proceedings.
The victim recounted that both Dominguez and Morales assaulted her outside the tribal casino and again while in transit through Arkansas City.
Dominguez has a significant criminal history in Kansas, including charges for failing to pay child support, failure to appear in court, driving without a valid license, and domestic violence.
It remains unknown why Morales is facing only aggravated kidnapping charges while Dominguez is additionally charged with rape and aggravated criminal sodomy. The Arkansas City Police Department continues to investigate the matter.
In Kansas, a conviction for rape can result in a life sentence and fines reaching up to $500K, particularly severe penalties apply when the victim is underage.
