Delaware law enforcement announced the arrest of a 44-year-old male at the Bally’s Dover Casino Resort on multiple charges related to drug trafficking and human trafficking.

The Dover Police Department reported on Wednesday that Antwan Freeman was arrested at Bally’s casino on Friday, January 16, following an incident involving a physical dispute.
During a follow-up investigation of Freeman’s hotel room, authorities allegedly discovered 10.1 grams of crack cocaine, 3.63 grams of heroin mixed with fentanyl, 57.6 grams of PCP, 19 doses of alprazolam, crack cocaine manufacturing equipment, and $465 believed to be drug-related earnings. Additionally, authorities determined that “Freeman was trafficking an adult female victim present in the room.”
Freeman was taken into custody without resistance on various charges.
Overview of Delaware’s Human Trafficking Legislation
The Dover Police Department has charged Freeman with nine offenses, including possession with intent to distribute PCP, heroin, and crack cocaine, as well as human trafficking and trafficking for sexual servitude. The latter charge pertains to situations where an individual is forced, deceived, or coerced into engaging in commercial sex acts.
Freeman could face significant prison time if found guilty on all counts. In Delaware, trafficking an individual for commercial sex purposes is classified as a Class C felony, escalating to a Class B felony if the victim is a minor.
In accordance with Delaware law, the state’s three casinos are mandated to display awareness signage educating the public about human trafficking and identifying potential indicators of trafficking.
“A public awareness sign must be posted in establishments categorized by the Delaware Anti-Trafficking Action Council,” the legislation states. “A casino must place a public awareness sign in a clearly visible manner in all public restrooms, staff breakrooms, and lobbies.”
According to the Delaware Department of Justice, human trafficking constitutes a form of modern slavery. Although there is no official data on the number of trafficking victims in the US, the Polaris Project estimates that the annual figure reaches into the hundreds of thousands when combining sex and labor trafficking.
Recent Incidents at Bally’s
This arrest at Bally’s Dover follows a recent incident at Bally’s Lincoln where a man and two women were detained after the man reported being robbed at knifepoint following an agreement to pay the women for sexual services.
According to law enforcement in Rhode Island, when entering the hotel room with the two escort females, a man appeared and threatened to kill him unless he surrendered his winnings from the casino. He was instructed not to contact the police but did so immediately afterwards.
Authorities charged the suspect, identified as 28-year-old Dominyck Sims from Worcester, Massachusetts, along with two women, 19-year-olds Naushka Machuca from Marlborough and Tashawana Tuckta-Warner from Boston, with multiple offenses including first-degree robbery, conspiracy, the use of weapons other than firearms, and disorderly conduct.
