Approval granted for revised design of Revo Casino expansion in Manchester, after developers obtained additional land to relocate the building and add parking beyond the original three parcels.

The project was fully approved in fall and winter 2024, including variances, a conditional use permit, conditional site plan approval, and approval from the Board of Mayor and Aldermen.

Granite State Poker Alliance and developer Dick Anagnost acquired adjacent properties to facilitate building relocation and additional parking. Anagnost mentioned that the new plans “significantly” improve traffic and parking issues encountered with the limited three parcels.

Consolidation of Five Parcels Into One Site

The current proposal consolidates five lots, previously organized as three separate lots, into one lot of record.

The consolidated parcels include 1279 South Willow Street, formerly a bingo hall and movie theater; 55 John E. Devine Drive, once the EVEN Hotel site; 115 John E. Devine Drive, former home of Manchester Harley-Davidson; 970 Gold Street, former location of Taylor Rental; and 1050 Gold Street, current site of Enterprise Car Sales/Rentals.

Civil engineer Brian Pratt from Fuss and O’Neill informed the Planning Board members: “The addition of the Enterprise Facility and Gold Street Motors brings the total area to about 14 acres.”

The board also approved a conditional use permit for a reduction in required parking due to the phased construction timeline on the site.

Design Change Reducing Construction Costs

Pratt revealed that the casino building will have a single-story structure approximately 73,240 square feet, eliminating the need for an elevator and reducing construction expenses.

Facility Plans Include Dining and Event Space

The proposed charitable gaming facility will feature two restaurants, a bar, entertainment stages, gaming rooms, and a multipurpose event space for shows and events. Pratt mentioned plans to plant 168 new trees and 679 new shrubs as part of the site redesign.
