The Ontario Lottery and Gaming Corporation (OLG) along with Caesars Entertainment Windsor Limited has completed a Casino Operating and Services Agreement, which enables Caesars to manage the Windsor facility for the next two decades.

Modernization Framework
In Ontario, the OLG, as a crown agency, leads the management of land-based casino locations, shifting daily operational responsibilities, investment, and modernization tasks to operators like Caesars, Gateway, Great Canadian Entertainment, and Hard Rock. All 30 sites throughout the province are similarly managed by partners.
Revenue generated is redirected back to OLG and subsequently distributed to local municipalities, enhancing community infrastructure and services while operators enjoy profit opportunities.
The Windsor casino marks the last gaming venue in Ontario transitioning to the OLG’s updated land-based gaming strategy.
Procurement Overview
“Today marks a significant achievement for OLG, our partners at Caesars, and the Windsor community,” stated Duncan Hannay, OLG’s President and CEO. “The agreement solidifies our partnership with Caesars for many years ahead, contributing positively to the community and local economy in numerous ways, and we are excited for our continued collaborative efforts.”
In May, OLG revealed that Caesars Entertainment Inc. was chosen as the service provider for the Windsor casino following a competitive procurement process. A Request for Pre-Qualification was issued in 2023, with both Mohegan and Bally’s reportedly in contention for the opportunity.
Municipal Contributions

We are eager to enhance that legacy by providing exceptional hospitality, entertainment, and service that our guests expect from Caesars.”
OLG will persist in making Municipality Contribution Agreement payments to the City of Windsor, totaling $138 million since 1994. Under this agreement, Caesars is required to sustain current staffing levels for a minimum of 18 months.
Caesars and its predecessor companies have had a longstanding partnership with OLG to operate the Windsor casino, dating back to the temporary facility launched in 1994.
