Three individuals in Pennsylvania have been permanently barred from all land-based casinos.
On Wednesday, the Pennsylvania Gaming Control Board (PGCB) revealed that they have enacted several fines against licensees. Additionally, three adults have been placed on the PGCB’s Involuntary Casino Exclusion List.
In one instance, a man and woman left two children, ages 11 and 12, unattended in a vehicle while they entered Hollywood Casino Morgantown. The PGCB noted that the guardians gambled for over thirty minutes while the children remained in the parking lot.
In a separate case, a woman left three children, ages 2, 6, and 12, unattended in a vehicle in the parking lot of Hollywood Casino York. This individual, who is now banned from all casinos in the state, reportedly gambled for nearly thirty minutes.
The PGCB stated, “Such actions leading to state-wide gambling bans serve as a crucial reminder that adults must not leave minors unattended in parking areas, hotels, or other casino venues, as it poses a significant safety risk to the children.”
Pennsylvania hosts 17 brick-and-mortar casinos. The state is also one of only seven jurisdictions nationwide where online slots and live dealer table games are permitted, alongside online and in-person sports betting.
Regulatory Breaches
In addition to the cases of unattended children, the PGCB actioned a video gaming terminal (VGT) operator for violating regulations.
The Lucky Seven Travel Plaza in Lock Haven, Clinton County, was fined when it was found that their gaming area did not meet the state’s VGT regulations. Authorities discovered that the Lucky Seven gaming room occasionally lacked the necessary staff and allowed individuals under 21 access to the gaming terminals, with minors reportedly gambling on the machines on at least two occasions.
Vasas Inc., operating as Lucky Seven Travel Plaza, received a fine of $45,000. Additionally, the two owners of the facility were each fined $5,000.
The PGCB has also entered into consent agreements with two casinos resulting in financial penalties.
Live! Casino Hotel Philadelphia agreed to pay a $12,000 fine due to issues with a compromised deck of cards. Hollywood Casino York settled for $10,000 after granting access to an individual who was involuntarily excluded from the gaming floor.
September Financial Performance
Retail casino revenue in Pennsylvania declined last month, with a 3% drop in physical slot wins and stagnant table win compared to September 2024. These in-person declines, however, were outweighed by substantial gains in online gaming, with iGaming slots up 37% and online table games rising 18% year-over-year.
Alongside sports betting, fantasy sports, VGTs, and online poker, the total gross gaming revenue last month reached $533.3 million, marking a 5.4% increase from September 2024, representing a net gain of $27.5 million.
