- The state lottery to compete against a commercial sportsbook
Sports wagering in Rhode Island currently operates through a single bookmaker, but this is set to change in 2026.

The Rhode Island Lottery is currently seeking submissions for a second online sportsbook licensing. Applications must be submitted by noon on February 19, with the new online sportsbook projected to be operational by November 1, 2026.
This new online sportsbook will complement Sportsbook Rhode Island, the lottery’s sports betting service operated by International Gaming Technology (IGT). IGT also collaborates with the Rhode Island Lottery on its video lottery terminals, which are available at Bally’s Lincoln and Bally’s Tiverton.
“The goal is to secure one new app provider to facilitate online sports betting starting November 2026,” stated state spokesperson Paul Grimaldi to the Rhode Island Current. “There will be an evaluation process, of yet undetermined duration, to assess the app’s performance, its acceptance amongst bettors, and its contribution to the state’s online sports betting revenues.”
During the fiscal year 2025, Sportsbook Rhode Island recorded $395.1 million in online bets and retained under $33.5 million. The sportsbook also serves customers at the two Bally’s locations, generating a gross income of merely $4.3 million from in-person wagering.
Need for Competition
Spectrum Gaming, a Pennsylvania-based gaming consulting firm, evaluated Rhode Island’s sports betting sector last year on behalf of the lottery. Their findings indicated that Rhode Island should consider adding new operators to enhance competition.
Many bettors in Rhode Island have expressed dissatisfaction with IGT’s limited odds and lack of promotions compared to sportsbooks found in neighboring states.
“I hope they allow more options. I’m stuck until another vendor joins. I see promotions every day, but nothing for RI residents,” shared Casino.org reader Skip in October.
Spectrum’s recommendations proposed introducing four to six additional sportsbooks, whereas the Rhode Island Lottery is commencing with just one.
Although Rhode Island is ranked 45th in population, it stands 14th in median household income, which is around $85K. The state’s legal gambling age of 18 is another incentive for sportsbooks, potentially helping them foster loyalty among younger customers.
IGT Stays in the Game
Despite the imminent competition in the sports betting landscape of Rhode Island, IGT has confirmed its commitment to maintaining its online platform.
“IGT is excited to continue our longstanding partnership with the Rhode Island Lottery through 2028, contributing vital revenue for the state via our sports betting operations utilizing PlaySports technology. We will keep enhancing the Sportsbook Rhode Island app to ensure it provides a top-tier betting experience that supports the state’s commitments to charitable initiatives,” stated Joe Bertolone, IGT SVP of Sports Betting.
To enhance competitive odds, Spectrum also advised that Rhode Island consider reducing its hefty 51% state tax on gross revenue to a range of 20%-35%. They further suggested phasing out the annual fee that Bally’s charges for hosting IGT’s sportsbooks.
