Indiana lawmakers, alongside Governor Mike Braun (R), have identified Steuben County as a potential site for a new casino. An economic assessment indicates significant financial gains if a casino is established there.
The Steuben County Economic Development Corporation has teamed up with AM Steinberg Advisors to explore the fiscal impact of a casino resort in Northeast Indiana. The consultancy predicts that a casino could produce between $14.1 million and $16.6 million in annual local gaming taxes.
These predictions are based on the development of a $500 million casino resort that includes a 250-room hotel, a full-service spa, and various dining options. Additionally, AM Steinberg Advisors has estimated that this entertainment hub could create between 800 to 1,200 full-time job opportunities, with annual salaries averaging $45,000 to $60,000.
Northeast Indiana Casino Developments
The analysis indicated that a substantial portion of the casino’s clientele would come from outside Indiana, particularly from Ohio and Michigan, with an estimated 62% of revenue stemming from out-of-state visitors.
Steuben County is highly committed to the casino project, having launched a dedicated website last month to attract casino operators to consider the area. A strategic location has been offered at the intersection of Interstate 69 and the Indiana Toll Road for the casino resort.
The vision for the Steuben County Casino Resort is to establish a premier destination blending top-tier gaming, live shows, dining, and hospitality, harmonized with the beautiful natural surroundings. Targeting visitors from Indiana, Michigan, and Ohio, the casino is poised to become both a significant economic anchor and growth catalyst for the region,” states the county’s website.
Describing the casino as a “linchpin for sustainable economic progress,” Steuben County emphasizes the necessity of voter approval to advance the project in Angola. House Bill 1038, the recently passed gaming expansion legislation, mandates that Allen, DeKalb, and Steuben Counties conduct a public referendum in the November 2026 election to gauge local sentiment on casino gambling.
The law requires the question: “Should inland casino gambling be allowed in (insert county name)?” to be posed to voters.
Any U.S. casino company is eligible to submit proposals for the Northeast Indiana casino license made available by HB1038. Fort Wayne in Allen County has a strong potential as a candidate, given a study by the Indiana Gaming Commission highlighting the city as one of the most promising underserved gaming markets in the state.
Concerns from Opponents
Opponents of the proposed casino in Steuben County have expressed apprehensions regarding the potential negative effects of gambling on the local community. There are concerns that it could tarnish the family-friendly image of Northeast Indiana by escalating crime rates, fostering addiction, and causing financial difficulties.
The county’s promotional website counters these concerns, asserting that such an investment would yield predominantly positive results.
