The Virginia Lottery welcomes back Kevin Hall as its leader.

Kevin Hall resumes his role at the Virginia Lottery amid significant changes in the gaming landscape, having previously served from 2018 to 2022 before moving to the private sector. He has been reappointed by Virginia Governor Abigail Spanberger (D).
“I am thrilled to have the opportunity to lead this exceptional team once again. It feels less like a comeback and more like a chance to build on the progress we made during my initial tenure,” Hall expressed on LinkedIn.
“My time as executive director was both meaningful and fulfilling, and I’m honored to return to a role I truly cherish,” he stated in an official announcement.
Spanberger Proposes a Dedicated Gaming Commission
Hall’s prior leadership occurred during an important era for the Virginia Lottery Board.
In 2020, Virginia legislators enacted laws allowing for five physical casinos, alongside approving sports betting and iLottery, which are online slot-like games managed by the Virginia Lottery. This substantial increase in gaming required careful oversight from the Virginia Lottery Board.
Governor Spanberger has informed lawmakers in Richmond that she will not endorse further gaming expansion unless funding for a dedicated gaming commission is established first.
In many states, lotteries and casinos are regulated independently. For example, Pennsylvania has the Pennsylvania Gaming Control Board overseeing casinos while the Pennsylvania Lottery manages lottery operations.
That said, there are exceptions. In Maryland, for instance, the Maryland Lottery and Gaming Control Commission supervises both casinos and the lottery.
Earlier this year, Spanberger rejected bills aimed at authorizing a sixth casino and regulating skill-based games, citing the necessity for a centralized gaming authority.
“The lack of a unified regulatory body for gaming leads to oversight gaps that jeopardize Virginia’s capacity to ensure consistent enforcement, thwart illegal activities, and safeguard consumers,” Spanberger commented in her veto regarding skill games.
“Legalizing skill-based gaming and increasing the presence of these machines in our communities would exacerbate an already fragmented regulatory environment,” the governor asserted.
Will the Responsibilities of the Virginia Lottery Change?
Hall took on the role of executive director of the Virginia Lottery during Gov. Ralph Northam’s administration (D). He succeeds Khalid Jones, who recently left to become CEO of Allwyn North America, a lottery product and service provider.
Hall will collaborate with the Spanberger government to outline effective regulations for gaming in the state.
“The lottery has enjoyed remarkable success for nearly four decades, but we cannot become complacent. The gaming ecosystem is continually transforming, and it is our duty to ensure that the lottery remains innovative, accountable, and deserving of public trust,” Hall stated.
