Caesars Sportsbook faced a fine of over $251K and a forfeiture of $45K in profits from the New Jersey Division of Gaming Enforcement (DGE) recenty. This penalty is the largest reported by Casino.org in New Jersey.

Details revealed by DGE Interim Director Mary Jo Flaherty show that Caesars Sportsbook received a civil penalty of $251,250 and disgorgement of $45,465.38 due to non-compliance issues in responsible gaming. The sanction was imposed on Aug. 5, 2026.
Flaherty pointed out that the violation was related to “responsible gaming matters concerning non-compliance” as per the New Jersey Administrative Code. Several provisions in this code outline rules for responsible gaming enforcement by the DGE.
Historic Penalty
Caesars Sportsbook in New Jersey operates through a partnership with Caesars Interactive Entertainment New Jersey, LLC (CIENJ). Established in March 2013, CIENJ manages online real money iGaming and mobile sports betting for Caesars Entertainment’s three Atlantic City casinos: Caesars, Harrah’s, and Tropicana.
Flaherty mentioned that Caesars Sportsbook did not comply with regulations regarding self-excluded individuals. The N.J.A.C. 13:69G-2.2, 2.3, and 2.4 guidelines require online sportsbooks to prevent self-excluded individuals from participating. The DGE self-exclusion program allows individuals to exclude themselves for various durations.
Flaherty’s order also referred to N.J.A.C. 13:69C-14.2(b) and (c), which mandate responsible gaming messaging in all advertising and communications by gaming operators. However, the hefty fine likely stemmed from allowing self-excluded individuals access to the online sportsbook rather than advertising violations.
The largest regulatory fine reported by Casino.org prior to this incident was in 2022 when DraftKings settled a proxy betting dispute with the New Jersey regulator for $150,000. Proxy betting, or placing bets for someone else, is illegal in the state.
Caesars Sportsbook Revenue
Caesars Sportsbook reported gross sports betting revenue of $15.3 million for the year 2026. This is a 7% decrease from the previous year and places them sixth in the state after FanDuel, DraftKings, BetFanatics, BetMGM, and bet365.
Caesars Sportsbook’s partnership with CIENJ is linked to Tropicana. The online revenue sharing agreement between Caesars Sportsbook and the Boardwalk casino terms are not publicly disclosed.
