Will the Next Governor of South Carolina Finally Support Casinos?

South Carolina ranks as one of the few remaining states devoid of commercial or tribal casinos, sports betting, iGaming, or even parimutuel betting. Many residents are eager for a change with the next gubernatorial election.

Currently, U.S. Representative Nancy Mace (R-SC) and South Carolina’s Lt. Governor Pamela Evette are viewed as leading candidates. Meanwhile, U.S. Representative Ralph Norman (R-SC) and SC Attorney General Alan Wilson are also performing well in polls.

Recently, three candidates for the governor’s seat engaged in a debate at the fully booked Newberry Opera House, where gambling policies were a central topic. None of the candidates committed to vetoing potential gambling legislation.

While Mace evaded giving a direct response regarding the prospect of authorizing commercial casinos, both Norman and Wilson openly expressed their opposition to slot machines and table games. Norman specifically mentioned he would not accept campaign contributions from the gambling sector.

Evette did not take part in the debate.

Casino Landscape in South Carolina

In recent years, legislative efforts have emerged in Columbia aimed at establishing casinos in rural areas, particularly targeting exits off Interstate 95. However, discussions surrounding sports betting have yet to yield tangible outcomes.

Critics argue that the attempts to pass gaming measures have been futile, given that Gov. Henry McMaster (R) has consistently pledged to veto any gambling-related bills that come to his desk.

“My opposition to gambling is well-known. I believe that the majority of South Carolinians do not support casino gambling, and I share that view,” McMaster previously stated.

While Norman refrains from accepting campaign donations from casino-related interests, faith-based political action committees exert significant influence in Columbia, utilizing their financial resources to deter legislators from supporting gaming initiatives.

“Christians will oppose policies that exploit communities and diminish family values. When individuals of faith join forces to advocate for their communities and speak the truth boldly, faith prevails,” asserts the nonprofit organization Faith Wins.

Chad Connelly, the Founder and CEO of Faith Wins, emphasizes that he is “mobilizing and rallying” pastors and faith leaders nationwide to fight against gambling. The “Pastor Day” event held by Faith Wins in January saw attendance from more than 175 pastors representing 11 different denominations.

2026 Governor’s Race Insights

The Republican Party has indicated a 95% chance of retaining the governor’s position in the solidly red state of South Carolina. The primary election for the GOP is scheduled for June 9.

On the prediction market Kalshi, Evette currently leads with her shares valued at 26 cents, followed by Wilson at a quarter, and Mace at 21 cents. Winning shares are redeemable for $1.

South Carolina has not seen a Democratic governor since Jim Hodges served from 1999 to 2003.
