A competitive landscape is emerging along the Illinois-Wisconsin boundary, featuring a tribal entity versus one of the largest names in the gaming and hospitality sector.

The cities of Rockford, IL, and Beloit, WI, are merely 15 miles apart. This upcoming season, both locations will host two casinos with combined total costs exceeding $700 million.
Casino.org previously detailed Hard Rock Casino Rockford, a $300 million facility that debuted in August 2024, which plans to invest an additional $106 million to incorporate a 200-room hotel and a 15,000-square-foot convention area. This new hotel and event facility is expected to launch in 2027.
Conversely, Ho-Chunk Nation in Wisconsin is poised to be the first in the region to offer on-site accommodations at its casino when Ho-Chunk Gaming Beloit opens its doors this fall.
Ho-Chunk Beloit features a 312-room hotel along with an event space that can host up to 2,000 guests. The casino will house 1,500 slot machines and 44 live dealer table games.
Sports betting will be introduced after amendments to tribal gaming compacts with the state. Recently, Wisconsin Governor Tony Evers (D) signed legislation allowing tribal sports betting.
Beloit Showdown
The announcement for the Ho-Chunk Beloit casino development was made in 2024, following the U.S. Interior Department’s Bureau of Indian Affairs designating the tribe’s 73 acres along Interstate 90 as federally trusted land.
Jon Greendeer, President of Ho-Chunk Nation, stated that the casino resort is expected to open on September 26, 2026.
Without a doubt, we are setting the standard in the Midwest gaming industry,” Greendeer proclaimed.
Despite being a Florida-based entity governed by the Seminole Tribe, Greendeer emphasizes Ho-Chunk’s firm commitment to Wisconsin and Illinois.
“In terms of competition, we have already secured our position as beneficial to both Illinois and Wisconsin, particularly impacting Rock County and the city of Beloit. Our revenue stays local,” Greendeer added.
Hard Rock acknowledges the competitive threat posed by Ho-Chunk Beloit to its business operations in Rockford.
It’s clear we have competition. New players are entering the market just 18 miles north of us. We must protect Hard Rock Casino Rockford,” said Geno Iafrate, President of Hard Rock Rockford.
Job Opportunities in Beloit
In preparation for its opening in September, Ho-Chunk will host a job fair on June 2, 3, and 4 at the Beloit College Library. The tribe is seeking candidates for various roles across the resort.
