The Delaware Division of Gaming Enforcement has reported the arrest of a woman charged with assaulting a man with a firearm during a conflict at Bally’s Dover Casino earlier this month.

This incident allegedly took place on March 14 at a craps table, one of the casino’s most frequented gaming spots. Investigators report that the escalation began when a man reportedly hit Jacklyn Twitchell in the face with cash. Following this, Twitchell is said to have brandished a handgun and struck the man with it, causing an injury before departing the scene.

Casino security intervened, but Twitchell reportedly did not comply and escaped the premises before law enforcement could engage her.

Ex-Employee Details

The case is being led by the Division of Gaming Enforcement, which oversees Delaware’s casinos and investigates any criminal activities on-site. Notably, Twitchell is a former employee of Bally’s Dover, although it’s unclear when her employment concluded.

On March 20, Twitchell surrendered to the Delaware State Police. She is now held at Sussex Correctional Institution, with a bail set at $26,000.

She is facing several charges, including second-degree assault, possession of a deadly weapon during the commission of a felony, carrying a concealed deadly weapon, and aggravated menacing. In Delaware, having a weapon involved in an assault significantly heightens both the charges and the associated penalties.

Details regarding the current condition of the alleged victim have not yet been disclosed.

Rare Incidents of Pistol Whipping at Craps Tables

It’s unclear how Twitchell managed to bring a firearm into the casino since Delaware permits concealed carry with a license. However, private gaming establishments like Bally’s have their own security protocols, which typically prohibit weapons indoors.

Bally’s Dover Casino, located in Delaware’s capital, features a variety of slot machines, table games, and harness racing, attracting both local and out-of-state visitors. Incidents involving firearms on casino floors are relatively rare, attributed to stringent surveillance and security measures, making pistol-whippings at craps tables nearly non-existent.
