Wynn Resorts has made it clear that it is not notably involved in the efforts to establish a commercial casino resort in Tysons, Northern Virginia.

Recently, the Fairfax County Board of Supervisors officially opposed legislation that would allow a casino in the county. Since 2023, several Richmond lawmakers have proposed including the prosperous Northern Virginia county among areas eligible for casino operations.
Real estate firm Comstock Companies has spearheaded legislative discussions, working with Fairfax’s state Democratic Senators David Marsden and Scott Surovell. Renderings from Comstock depict a casino concept in Tysons that features the iconic Wynn styling akin to the Encore brand.
Wynn’s Stance on Northern Virginia
Casino.org contacted Wynn Resorts for clarification regarding their engagement with Comstock and if they are pursuing a casino in Northern Virginia. A representative stated that Wynn Resorts did not produce the Comstock rendering showcasing the Encore structure.
The Wynn executive indicated that the company frequently discusses potential partnerships with developers nationwide, but thus far, no substantial talks have occurred relating to Northern Virginia.
Wynn Resorts currently manages three casinos in the U.S.: Wynn and Encore Las Vegas, plus Encore Boston Harbor in Everett, Massachusetts. Additionally, the company has significant investments in Macau, China, with Wynn Palace Cotai and Wynn Macau. Wynn also operates the notable Wynn Mayfair in London.
Wynn Resorts is set to open Wynn Al Marjan Island in early 2027 in the United Arab Emirates.
The Comstock Casino Proposal
Comstock Companies aims to construct a casino resort near the Spring Hill Metro Station, adjacent to the Adaire residential high-rise. Their proposals illustrate plans to redevelop most of the 30-acre site bordered by Spring Hill Rd. and Tyco Rd. at Leesburg Pike.
For this to proceed, Virginia state lawmakers must approve legislation permitting casinos in Fairfax County, allowing Comstock to secure development rights through competitive bidding or a local vote. Although Fairfax Supervisors and many homeowners and civic groups oppose the casino, some state lawmakers argue that gaming could alleviate the county’s financial issues while also generating substantial tax income for Richmond.
The Fairfax County Government projects limited revenue growth and expenditures for fiscal year 2027, leading to an anticipated budget shortfall of $131.5 million.
Fairfax County is currently grappling with a $130 million budget deficit, and the outlook does not appear favorable,” Surovell remarked to CBS9 in DC. “They continually request additional authority to generate revenue, and this would provide a significant prospect.”
Regarding the supervisors’ opposition to a casino in their 2026 Legislative Program, Surovell commented, “Their reaction seems exaggerated, influenced by a minor group resistant to having something in their vicinity.”
