Curacao Takes Major Step in Regulating Online Gaming Industry
Curacao has started accepting account registrations for applicants and sub-license holders, marking a significant milestone in the regulatory overhaul of its online gaming industry.
The online portal for applications was opened in September, but registration was only made available recently.
In response to the Netherlands government’s request for gambling regulation reform in order to receive financial relief during the Covid-19 pandemic, Curacao, a constituent country of the Kingdom of the Netherlands, has implemented stricter conditions and internationally recognized standards on anti-money laundering and responsible gaming as part of its licensing process.
The Minister of Finance, Dr. Javier Silvania, described the license application process as a landmark moment.
November 1, 2023 will forever be remembered as a significant day in Curacao’s gambling jurisdiction,” said Silvania. “This day marked the turning point in the extensive process of revolutionizing the country’s gambling landscape.”
Gaming licenses from Curacao have been popular among offshore online gambling operators worldwide.
Purpose of the Online Portal
The online portal serves two main purposes. Firstly, it processes applications under the current legislation with the Curacao Gaming Control Board.
To be considered a verified account, it must be registered in the name of a Curacao company, using an email address attached to that company and accompanied by a signed letter of authorization.
The GCB will verify the information before the completed application can be submitted.
Secondly, the portal is used for the registration of all sub-licensees who wish to continue operating after the enactment of the National Ordinance for Games of Chance, which will establish the new Curacao Gaming Authority (CGA).
Significant Step in Transition Period
Curacao-based offshore operators have been known for their lack of player protection rules and illegal gaming services.
In the two months since the launch of the online portal, and now with the acceptance of applications, Curacao is making significant progress in transitioning to the National Ordinance for Games of Chance. This new regulation aims to ensure that online gambling operations adhere to international best standards and practices.

The application process consists of three forms, each requiring relevant supporting documentation.
