Bally’s Corporation and the International Brotherhood of Teamsters have successfully established a neutrality agreement, facilitating employees at three of Bally’s Colorado casinos to pursue union representation.

The newly established card check agreement applies to staff at Bally’s three casinos in Black Hawk, a prominent casino hotspot in Colorado.
According to a joint statement released by both Bally’s and the Teamsters, “Under the new card check procedure, Bally’s employees in Black Hawk, Colorado, can opt for union representation by signing authorization cards. Once a majority of workers have signed, Bally’s will recognize them as Teamsters without delay.”
Bally’s operates three casinos in Black Hawk, identified as the East, North, and West properties. Its other location in Colorado is Bally’s Arapahoe Park, a racino situated in Aurora.
Teamsters Making Progress in Regional Casinos
Founded over a century ago, the International Brotherhood of Teamsters now represents 1.3 million workers across North America, including those employed in the gaming sector.
This card check agreement between Bally’s and the Teamsters is a recent indicator of the union’s advancements within regional casinos. In September, employees from the cashier and cage departments at Wynn Resorts’ Encore Boston Harbor voted to unite under Teamsters Local 25, which operates in one of the country’s top-grossing regional casinos.
Earlier in the year, slot machine personnel at Hard Rock Casino Rockford in Illinois also voted overwhelmingly to join the Teamsters. Previously, Teamsters Local 325 had represented valet and warehouse staff at the same regional venue.
“Bally’s and the Teamsters are committed to fostering collaborative problem-solving and progress for casino staff, ensuring shared objectives such as stronger workplaces, vibrant communities, and long-term career opportunities remain the focus of these initiatives,” as stated in the official press release.
Black Hawk: A Rapidly Expanding Casino Market
The labor accord between Bally’s and the Teamsters holds additional significance, as Black Hawk, Colorado, is one of the fastest-growing gaming markets in the United States, nearing the top 10 in terms of gross gaming revenue (GGR).
Enhancing access to organized labor within Colorado’s gaming sectors is vital for another crucial reason. Operators in this state have reported challenges in filling job openings, leading to intense competition for talent, requiring employers to enhance their strategies for attracting and retaining skilled workers.
In Black Hawk, the race to secure casino personnel is intense, as the town, recognized as the state’s largest gaming market, boasts over a dozen wagering establishments.
