Dealers of table games and dual-rate team members at Horseshoe Indianapolis Racing and Casino have officially joined Teamsters Local 135, adding to the tech workforce and support personnel already affiliated with unions on-site.
This determination followed a union election conducted by the National Labor Relations Board (NLRB). The election was delayed owing to the recent federal government shutdown, ultimately postponing the voting process for employees.
In October, employees initiated their pursuit for union representation. A demonstration took place outside the casino on October 14, followed by a strike that commenced three days later.
The Teamsters affirmed the results, stating that the new bargaining unit will have representation from Local 135 in future discussions.
Horseshoe Indianapolis, owned by Caesars Entertainment, is set to negotiate with this newly represented workforce.
In an official statement shared with FOX59/CBS4 in October, the company asserted:
“Caesars Entertainment appreciates its enduring relationships with labor unions, including those currently representing team members at Horseshoe Indianapolis. “Although the NLRB has postponed this union vote due to the federal shutdown, we remain devoted to upholding our Team Members’ right to vote in union elections. We are fully committed to adhering to the NLRB guidelines and will comply with all federal regulations.
“We take pride in the workplace environment we’ve fostered and will respect and support our Team Members if they opt to seek union representation through the federally recognized process.”
Reports from the Indiana Gaming Commission reveal that statewide casino revenues declined by approximately 4% from September 2024 to October 2025. This trend in revenue accompanies ongoing labor actions and union developments at Horseshoe Indianapolis.
With the vote concluded, Teamsters Local 135 will advocate for the participating casino workforce during labor negotiations with Caesars Entertainment. Future talks are anticipated to focus on workplace issues raised during the recent organizing efforts.
