Loto-Québec has announced its financial performance for the first half of the 2025-26 fiscal year (April 1 to September 29, 2025), achieving total revenues of CAD $1.532 billion, with a consolidated net profit of CAD $777.5 million, reflecting a year-over-year growth of $27.6 million (1.8%) and $6.2 million (0.8%) in net income.

“I take pride in our results, achieved amidst a challenging economic landscape, while sustaining a positive trajectory,” stated Jean-François Bergeron, the President and CEO of Loto-Québec. “Our success stems from diligent management and the outstanding efforts of our teams.

“We are on track to achieve our annual net income goals. Building on these favorable outcomes and fueled by our active initiatives, we enter the second half of the fiscal year with assurance and resolve.”

Increased Total Revenues and Net Income

Revenues from casinos and gaming venues contributed CAD $657.4 million, lottery games generated CAD $467.4 million, while gaming establishments totaled CAD $417.9 million. For clarity, a Loto-Québec representative explained that “gaming establishments” refers to games offered outside brick-and-mortar facilities, including sports betting, video lottery terminals in bars, as well as bingo and Kinzo halls.

Although the land-based casino sector is experiencing slower growth, our casinos and gaming venues are thriving, both online and offline. This indicates that our diverse entertainment offerings resonate well with our audience,” commented Bergeron.

$50 Million Lottery Jackpot Distributed

Highlights from this fiscal year include the emergence of 70 new lottery millionaires since the start of the fiscal period, notably 14 individuals from the small Basse-Côte-Nord community winning the $50 million Lotto Max jackpot during the summer quarter.

The hotel development project at Casino de Montreal is “advancing” regarding design and preparatory tasks, and construction for the Rimouski gaming venue is also on track. Earlier this month, Loto-Québec announced the launch of a fourth gaming hall planned for Saguenay.

Reaction from Quebec Coalition

The Quebec Online Gaming Coalition, which aims to collaborate with the provincial government and local stakeholders to establish a regulatory framework similar to Ontario’s, thereby competing with Loto-Québec (the sole legal authority for online gaming in Quebec), responded to the financial disclosures:

Loto-Québec asserts that it holds approximately 50% of Quebec’s online gaming market; however, its financial reports lack specific data on online gaming revenues,” stated Annick Bergevin, a spokesperson for the Coalition. “Without concrete figures, this assertion cannot be validated, and the public cannot evaluate whether that market share is increasing or declining. These are critical inquiries that Quebec taxpayers deserve answers to while assessing Loto-Québec’s performance in the online gaming domain.”
