Horseshoe Council Bluffs Casino in Iowa has introduced a new dining experience that combines vibrant Cajun and Asian cuisines.
Positioned near the Missouri River and the Iowa-Nebraska border, Horseshoe Casino, managed by Caesars Entertainment, recently launched Aroi Asian & Cajun Fusion Cuisine.
Integrating Thai-inspired dishes with Cajun flair, the menu features highlights such as papaya salad with pickled crab and tomato, shrimp fried rice, Cajun crawfish, and seafood combinations including snow crab legs, headless shrimp, green mussels, and sausage.

The Joynoosaeng family is a well-known name in the Omaha dining scene, specializing in Thai culinary offerings.

Casinos, particularly in regional areas like Council Bluffs, heavily rely on dining options to draw in guests who might not otherwise engage with gaming facilities.

Aroi offers a mid-range dining experience, with main courses priced between $22 and $35. This Asian-Cajun fusion eatery enhances the casino’s culinary landscape, which also includes the upscale Jack Binion’s Steak House and more casual options like JB’s Café and Slice Pizzeria.
Aroi is the fourth dining option at the Caesars-operated casino.
Overview of Horseshoe Iowa Casino
In the 2025 fiscal year, Horseshoe Council Bluffs reported a gross gaming revenue (GGR) of $178.6 million, placing it second among Iowa’s 19 casinos, behind only Prairie Meadows Racetrack & Casino, which reported $234.7 million.
Horseshoe’s extensive selection of over 1,100 slot machines generated the majority of the casino’s revenue, contributing $147.8 million. The 57 table games yielded an additional $30.8 million.
Originally opened in March 1995 as Bluffs Run Casino, the property was acquired by Harrah’s Entertainment (now Caesars Entertainment) in 2001 as part of its purchase of Harveys Casino Resorts.
The facility was rebranded to Horseshoe Council Bluffs in 2006 following an $85 million renovation and expansion. Greyhound racing operations ceased in 2015.
