The York State Fair, recognized as America’s First Fair, originated in 1765—11 years ahead of the United States’ independence declaration. This year, in 2026, the fair will introduce gambling machines for the very first time in its 261-year history.

With only three days left until the 2026 York State Fair kicks off, festivities will run from July 24 to August 2, featuring performances by country music stars Brantley Gilbert and Rodney Atkins.

Initially launched as an agricultural showcase, the fair now honors York County’s agricultural heritage with a mix of modern carnival attractions, live music, and traditional fair gastronomies. This year, the York State Fair is expanding its offerings to include gambling options.

In a Facebook announcement, the York Fair encourages participants aged 18 and above to test their luck for a shot at cash prizes.

“Ready to showcase your abilities at this year’s York State Fair? Check out the skill games located in Memorial Hall West, the Stats State Fair Honky Tonk, and the Longhorn Saloon,” the York Fair’s social media post shared.

They added, “Must be 18 years of age or older to play.” The promotion included an enticing image indicating players could win up to $5,000.

Skill Games: Legal Challenges in Pennsylvania

This past June, the Pennsylvania Supreme Court ruled that skill games fall under illegal gambling. The court dismissed arguments suggesting these terminals should be exempt from the Pennsylvania Gaming Act due to their skill elements, which supposedly impact payout rates rather than chance alone.

Estimates indicate around 70,000 unregulated skill machines are currently in operation throughout Pennsylvania. Following the recent ruling, a 120-day stay was issued, allowing these machines to remain operational until October 27, 2026.

Prior to the Supreme Court’s decision, lower courts had consistently sided with the argument that the Gaming Act did not apply, suggesting player skill could influence outcomes.

“Our General Assembly has made its stance clear on this issue, especially through a 2017 amendment that redefined terms within the Gaming Act to include ‘skill slot machine’ and ‘hybrid slot machine.’ The inclusion of a skill component in these devices is not legally relevant. It is not this Court that deems ‘skill games’ unlawful; rather, the General Assembly has done so nearly a decade ago,” stated Justice David Wecht in a 4-2 majority opinion.

For skill games to remain operational, legislative action from the Pennsylvania General Assembly is required to authorize them.

Opposition arises from Pennsylvania’s casinos, which argue that these skill games lack necessary consumer protections and divert business from their physical locations. Hollywood Casino York is a sponsor of the 2026 York State Fair.

Gambling Offerings at York Fair

The skill gaming space in Pennsylvania is largely occupied by titles branded Pennsylvania Skill, produced by companies such as Pace-O-Matic and Miele Manufacturing.

However, the skill games featured at the York State Fair are provided by Pinnacle Vending, based in Morrisville, PA. The games available from Pinnacle are identified as Golden Eagle, Buffalo Chief, and Skill Games.
