Boyd Gaming emerges as the unidentified bidder for the Tropicana redevelopment project at Bally’s, as reported by Vital Vegas. The revelation via a tweet on Wednesday evening (Aug. 19) adds a new layer of intrigue to a project already marked by delays, financial uncertainties, and changes in development plans surrounding the $2 billion A’s ballpark.

No Official Announcement
While there has been no official confirmation from either party regarding the negotiations, a Bally’s spokesperson dismissed rumors of a potential sale of Tropicana property. This comes amidst significant shifts in Bally’s development plans.
Concerns about solvency arose following Bally’s Corp.’s recent quarterly report to the U.S. Securities and Exchange Commission, highlighting doubts about its financial stability and ability to manage debts. In response, lenders provided temporary relief, but the company continues to face challenges in meeting financial obligations, necessitating urgent cash flow solutions.
The County Commission recently approved land use entitlements for 26 acres surrounding the A’s ballpark, reflecting a modified version of Bally’s original proposal. This includes approval for various elements of the project, with aspects like the hotel-casino still pending review.

Phase 1: A’s ballpark, garage, and utility plant
Phase 2: Podium, garage, retail/dining space, theater, and temporary parking
Phase 3: Casino resort and additional parking
The approval of permits and entitlements is tied to the land, indicating potential transfer to a new owner if Bally’s sells.
Recent reports suggest a possible acquisition of the project, heightening the complexity of the deal and highlighting Boyd Gaming’s unexpected involvement, given their history of caution in strategic decisions.
Critical Stage
Vital Vegas describes the situation as a “nail-biter,” emphasizing the intricate negotiations involving various stakeholders, including potential union conflicts and financial considerations. Construction progress on the ballpark continues as planned, with completion expected in late February 2028.
