Sports betting enthusiasts in Delaware can now skip long queues at convenience stores by heading to any of the 89 lottery retailers equipped with sportsbook kiosks.

The Delaware Lottery revealed this week that all sports lottery retailers now feature standalone sports betting kiosks. These terminals are also available at Bally’s Dover Casino Resort, Delaware Park Casino, and Harrington Raceway & Casino.
According to lottery officials, these machines enable customers to place traditional bets without interacting with a clerk. The kiosks also introduce exciting new wagering options that were not previously available, such as player propositions, same-game parlays, and live in-game betting.
“As the popularity of sports betting continues to rise, these self-service kiosks cater to players’ needs by seamlessly integrating wagering into their daily routines and individual preferences,” stated Delaware Lottery Director Helene Keeley.
In addition to new betting lines, the kiosk system enables users to construct a bet online. Once completed, a unique six-digit code is generated for entry at the kiosk.
This pre-bet feature is named BetAhead. According to Scientific Games, it allows bettors to carefully consider their wagers, odds, and potential payouts without the stress of feeling rushed by others waiting at the kiosk.
Caesars-Backed Lottery Sportsbook
The Delaware Lottery has been in partnership with Scientific Games for over 50 years. This lottery and sports betting provider, which was spun off in 2020 from what is now Light & Wonder, has been running the Delaware Lottery’s sports wagering operations since 2009.
Between 2009 and 2018, the Delaware sports lottery was limited to offering multigame parlays — combining at least two bets into one single wager. Due to a historical sports lottery on the NFL in the 1970s, the state was exempt from certain restrictions of the federal Professional and Amateur Sports Protection Act (PASPA) of 1992, which allowed multigame parlay betting despite preventing single-game sports betting.
Following the US Supreme Court’s repeal of PASPA in May 2018, Delaware witnessed the launch of comprehensive sports betting. In 2023, BetRivers emerged as the state’s exclusive operator for online sports betting and iGaming, succeeding 888 Holdings.
The sportsbook kiosks operated by the lottery are provided by Scientific Games and are supported by Caesars Sportsbook. The business partnership between Scientific and Caesars in the sports betting arena has been ongoing since 2018.
Delaware Sports Betting Regulations
Lottery retailers are tasked with ensuring that only customers aged 21+ use the sports betting kiosks, which accept cash and debit card payments exclusively, as credit card transactions are not allowed.
