UK Gambling Commission Announces New Commissioners

The UK Gambling Commission (UKGC) has recently appointed seven new commissioners who will contribute to the regulator’s decision-making processes, despite not having professional experience in the gaming industry.

The UKGC officially announced the appointments on Tuesday, with each of the seven individuals assuming their roles on September 11.

The lack of industry experience among the commissioners has been a point of discussion in the past, as some believe it may limit their ability to understand and effectively regulate the gaming sector.

New Commissioners’ Backgrounds

Lloydette Bai-Marrow

Lloydette Bai-Marrow is a founding partner of ParaMetric Global Consulting, specializing in economic crime investigations. She has also held positions as a senior prosecutor for the Crown Prosecution Service and as a panel member for WhistleblowersUK.

Additionally, Bai-Marrow chairs the Spotlight on Corruption organization, which aims to expose corruption both in the UK and internationally.

Helen Phillips

Dr. Helen Phillips serves as the chair of NHS Professionals Ltd and the Chartered Insurance Institute, and she previously chaired the Legal Services Board for eight years.

Phillips holds a degree in Zoology and a PhD in Environmental Science from the University College Dublin. She has also held leadership roles with Natural England, advising the UK government on environmental policies, and the Environment Agency, a pan-European environmental regulatory entity.

David Rossington

David Rossington is the deputy chair of the Advisory Committee on National Records and Archives, following a four-year stint with the Department for Digital, Culture, Media and Sport (DCMS). The DCMS played a significant role in the UK’s recent gambling reforms.

In his most recent role, Rossington oversaw the Blythe House Programme, which aims to improve public access to objects held by major British museums.

Prior to his time with the DCMS, Rossington spent over six and a half years with the Department for Communities and Local Government, serving as the financial director within the Ministry of Housing, Communities and Local Government-led unit.

New Commissioners’ Terms

Charles Counsell

Charles Counsell previously served as the CEO of The Pensions Regulator and as its executive director of automatic enrollment. He also has experience as the CEO of The Money Advice Service, which later became part of the Money and Pensions Service.

Helen Dodds OStJ

Helen Dodds has an extensive legal background and has held positions as a non-executive director for the London Court of International Arbitration and as the head of dispute resolution for Standard Chartered Bank.

Dodds is also involved with LegalUK, an organization advocating for the use of English law in domestic and international business matters.

Sheree Howard

Sheree Howard is currently the Executive Director of Risk & Compliance Oversight for the Financial Conduct Authority. She previously held positions with the Royal Bank of Scotland and various actuarial organizations.

Howard also has experience in the insurance industry through her roles with Direct Line Group.

Claudia Mortimore

Claudia Mortimore has served as the Deputy Executive Counsel for the Financial Reporting Council, focusing on corporate governance and stewardship. She has also worked in various legal roles within the Department for Business, Energy and Industrial Strategy and the Revenue and Customs Prosecutions Office.
